FPA Board Minutes - September 15, 2005
The board meets once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair

Attending:
Joan Riback, Birgit Carstenson, David Carpenter, Sig
Anderman, Anne Greenblatt, Mickey Fernandez, Richard Naegle
1) Unanimous approval of minutes from last Board meeting.
2) Report on Town Social
- Great grass roots event! Much appreciation to all who contributed their time and energy; 300-400 attended.
- Expenses: $68 for glass rental unanimous approval by Board.
- Discussion of making this an annual event in August.
3) Environmental Impact Reports from Quarries
- Canyon Rock Final EIR out; letters can still be submitted as well as comments at the Planning Commission meeting on 10/6; these will be included in whatever is finally submitted to the Board of Supervisors, however the County staff will make no response to recently submitted concerns (as they were required to do regarding comments on the Draft EIR).
- Blue Rock Draft EIR out; 45 days are allowed for public comment deadline 10/20; County staff must respond to stated concerns in Final EIR.
- Chamber of Commerce is taking a stand against the quarry mitigation measure which would eliminate parking on 116 between Covey and First.
4) Next Town Meeting Sunday, October 2, 4-6 at Oddfellows Hall
Plans for Town Meeting on Quarry issues:
- Welcome and educational review of facts of EIR’s (Richard).
- Presentations — 7 minutes each for representative from each Quarry; comments by 3 experts re: impacts of quarry proposals on air quality, traffic & noise, and the environment (especially Green Valley Creek); Richard to invite representative from each Quarry; Joan to invite guest experts (e.g. Linda Kelly, Carol Benfeld); Joan to chair this portion.
- Opportunity for statements from audience; time limited; people will sign up ahead of time stating what aspect they wish to address; if too many for time we have, we will select representatives from groups of similar issues; Joan to chair this portion.
- Question and answer period for panel of the 2 Quarry representatives and 3 experts; there will be 3x5 cards on every chair so that questions can be written and handed in; they will be announced/asked by Joan.
- Closure — information on what further actions people may take (Richard); announcement of FPA Board elections at next Town Meeting in January — encouraging people to join the Board (Mickey); request for $3 donation per person for hall rental and expenses (Richard).
- Anne will coordinate Communications Committee to put up pink notice signs, set up and attend FPA table at entry with donation boxes, put 3x5 cards on chairs, and have sign-up sheet for those who wish to speak; Richard will check with Chamber about announcing the Town Meeting on its marquee.
