FPA Board Minutes - May 4, 2008
The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair

Attending
Board Members Present: Val Hale, Elizabeth Naegle, Peter Renfro, Max Broome, Joan Riback, Richard Naegle
1) Unanimous approval of Minutes of last meeting on 3/9/08 as previously sent out by email.
2) Board membership matters
- Directors have three year terms; Val has served for two years; Raynetta and Max have served for one year; Lynne Axelrod elected and Anne Greenblatt, Elizabeth Naegle, and Richard Naegle reelected at our last Board meeting; Joan Riback, as president emeritus, continues as a welcome non-voting member of the Board; last meeting we decided not to stagger terms but leave as is;
- Peter Renfro announced the end of his leave of absence from the Board; since he is completing a three year term, Peter Renfro was unanimously re-elected to the Board for another three year term;
3) Forestville Community Fund (FCF)
- Application forms have been distributed in the community; applications must be postmarked by May 30, 2008;
- FCF Advisory Committee will meet June 3 and 10 to finalize its recommendations;
- Next FPA Board Meeting will review and ratify their recommendations; scheduled for Tuesday, June 24, 7-8:30.
- Next round of applications and grants could be as soon as February 2009;
- Consensus that there should be a Town Meeting in Jan or Feb for general update on local issues as well as report on FCF grants;
4) Town Meetings
- Suggested plan of Town Meeting for debate by the two run-off candidates for our district County Supervisor; to be scheduled in Sept or Oct.
- Also need updates on possible shift of State scenic highway designation from Hwy 116 to River Road (scenic corridor), Bypass plans, and how new County General Plan will affect Forestville; County supes have sent recommendation to Caltrans for roundabout at Mirabel and 116 — hopefully celebrate Caltrans acceptance of that plan; also need updates on Santa Rosa waste water proposals (with one proposed outlet in Forestville) and funds potentially available from the Forestville Lighting District; plus it would be wonderful to have Mike Reilly give us his final thoughts and recommendations as a transitions out of office;
5) Liability insurance report from Elizabeth Naegle
- Unanimous approval of up to $950 for annual cost of liability insurance for the FPA.
6) Forestville Lighting District — report from Lynn Axelrod
“I did call them again after the last board meeting. I was told there had been several calls about the Lighting District so maybe one or two other board members called also. Anyway, I was asked to wait on making any changes until the 116-River Road change (State highway designation) takes place... So I never got to lighting designs and costs.”
7) Canyon Rock Quarry
- Discussion of how best to update the community, including the difference between Forestville Citizens for Sensible Growth ( a private political organization) and the Forestville Planning Association (a non-profit educational corporation);
- The FPA has been neither pro nor anti quarry. Our goal and actions have been to educate the community on the potential impacts of Quarry expansion and empower individuals to express their opinions to the appropriate County boards; the Town Meeting on Canyon Rock’s proposed expansion was divided in its opinion — hence the FPA has not taken an official position;
- Richard will talk with Wendel Trappe (Canyon Rock) and Sig Anderman (Citizens for Sensible Growth) and then write update in his June FPA Reports article for the Gazette;
8) Good Neighbor Working Group report from Joan and Peter
Peter Renfro: “The Good Neighbor Working Group met on Saturday May 3 for our regular meeting. The group consists of representatives of the Forestville Community and Bodean Company. The big news discussed at the meeting is that Bodean Co. (Blue Rock Quarry) is in the process of implementing their Good Neighbor Trucker program.
“This program recognizes and rewards trucking companies and individual truckers that show respect and appreciation for the Forestville community in general and the downtown thoroughfare in particular.
“Truckers that have relatively quiet rigs, regularly cover their load, use biodiesel or other less polluting fuel, and observe speed and safety practices will be recognized with a letter to the company, coupons for free or discounted “Bodean-wear” — clothing, hats, etc., and a notice (perhaps with a photo!) will be prominently displayed on a board in the Bodean offices. Congratulations on the implementation of this program, which will help reduce truck impact on Forestville.”
