FPA Board Minutes - May 7, 2006
The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair

1) Minutes of 3/26/06 Board meeting were unanimously approved.
2) Development of Mirabel Heights
We discussed the following:
Development of undeveloped property and development of “mega sized” large houses in an area with little houses. Once the zoning in 2001 was passed for sewers in that area the LARGE houses began to occur. One prefab came in and over the last few years the zoning laws have changed. These new construction homes are towering over all of the other homes, are out of character with the area, and there are still 50 lots on this tiny “island” of an area still able to be built on.
Members of the community want to put this issue before us as the FPA so that others know what is happening. We suggested that we can help to either help to formulate a neighborhood district in that development or to mobilize members of the community to do something to prevent this kind of hodge podge from happening. We need to find a successful way to get an ongoing dialog going where members of the community feel safe to communicate. Privacy is a big concern where there are high density populations as many Mirabel Heights property owners.
We discussed other issues such as slide concerns in that area which is surrounded by flooding on a regular almost yearly basis. We discussed coming up with a one-page flyer to get people to voice their concerns.
We talked about the FPA running a meeting — putting out a flyer in that neighborhood to alert property owners of the community’s concerns for some sort of acceptable standard of development in an area. There was some discussion on having a neighborhood BBQ on in July.
We decided that the best route was to write an article for the next edition of the West County Gazette. In it we would explain the Mirabel Heights situation and invite concerned residents there to contact the FPA so that we could network them and possibly help facilitate an initial meeting, should they so desire. If any effective action is to be taken, it must be by the local residents.
3) Youth Park Parade
We will march in the Parade on June 3!
4) Report for the Downtown Planning Committee
Peter brought some of Orrin’s plans for the downtown area that is more mission style in architecture. Orrin is trying to creatively respond to the design concerns expressed at the last Town Meeting. Peter mentioned that there is now a pretty good Town Square design regarding benches, pathways, Christmas tree location, and water feature.
We discussed when would be a good time to have another Town Meeting to review Orrin’s overall designs for the development. Possibly next Fall.
5) Review of our policy for Board members taking personal stands in the
community
Reiteration of previous Board position that individuals may take public stands, but cannot say or imply that they represent the FPA as a whole. In taking such a stand, a person may mention they belong to the FPA Board as long as it is part of a list of that person’s other associations and credentials.
6) Elaine made a proposal that we create a bulletin board for the FPA and
the TFJLC which would be located near the current Chamber sign.
7) We decided to have another town social since last year’s was so wonderful. This will also be a Chamber of Commerce mixer. Richard will reserve the August mixer slot. It was proposed for Wednesday August 23 during the Farmers Market. Final date in last week of August to be decided.
8) Elaine Neiswender discussed the fact that The Forestville Naturally Fun Faire and Certified Farmers Market was set to begin in May on Wednesday evenings and encouraged those on the board to tell others.
Also, Elaine shared that The Sonoma County Wildlife Habitat project with the National Wildlife Federation is NOW Nationally Recognized as the THIRD county-wide project in the United States to complete ALL of the requirements necessary for completion.
