FPA Board Minutes - April 29, 2007

The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

Attending
Board Members Present: Birgit Carstenson, Val Habegger, Peter Renfro, Richard Naegle, Max Broome

1) Unanimous affirmation of Board’s previous unanimous email vote to elect Max Broome and Raynetta James to the FPA Board. Welcome Raynetta and Max!

2) Town Social/Forestville Business Expo
  • Jointly sponsored by FPA and the Forestville Chamber of Commerce; (this will be the FPA’s chamber of commerce mixer — hence we are covered by the Chamber’s insurance policy ;)
  • Thursday, August 23: 5-8;
  • Orrin Thiessen has given us permission to use his property (the proposed Town Square) as well as the electrical outlet there; thank you, Peter, for checking on this; thank you, Orrin;
  • Forestville businesses will have display booths; some will sell food and drinks; instead of Ramona Crinella providing free wine (as she generously did the last two years at the Town Social), we will explore with here having a wine tasting (i.e. smaller amounts) so as not to compete with the businesses;

3) “Future of Forestville”/“Voice Your Opinion” meetings
  • Report from Peter; good discussions; summaries to be sent to Board members;
  • FPA and Chamber Boards meet with Orrin to present feedback and questions? Richard and Peter will pursue; [Since this Board meeting, the joint meeting with Orrin has been scheduled and confirmed for Wednesday, 6/6, 68.]

4) Mirabel intersection — Peter and Alan Tilton are lobbying the County for a roundabout rather than a turn signal. Board endorses pursuing the idea; Much more aesthetic environmentally friendly (e.g. quarry trucks will not produce as much pollution since they will not have to start up again from a full stop);

5) Green Valley Creek
  • Fish America grant ended 4/15/07; final report being prepared; the Creek is wonderfully reestablishing itself; our thanks to Larry Hanson, GVC Project Coordinator for his fine and dedicated work;
  • Board decided to include no administrative charge for the FPA’s services;
  • Further funding needed through 9/30 to maintain and irrigate the new plantings and riparian restoration; costs = $300/month + materials = about $1800; Board tentatively approves idea of providing these funds from the Santa Rosa grant received in 2005 and designated for environmental projects; the SR grant was used as upfront money for the Green Valley Creek Project, but should be recaptured now that the Project is completed; when that money is recaptured, the Board will officially approve funding for continuing the GVC Project;
  • We will invite Larry Hanson to a Board meeting to report on the accomplishments of the Project; or perhaps we can meet him at the Creek and see the improvements firsthand; perhaps wait until September when Project is being completed; need for community celebration; Richard to pursue;

6) Water Agency low flow proposal for Russian River
  • Unanimous Board decision that FPA write formal letter opposing low flow unless mandatory conservation measures are required by Water Agency for all water users (esp urban users); Richard will write and send this letter on behalf of the Board;

7) FPA legal status & structure as we become conduit for Gravel funds
  • Articles of incorporation and bylaws need to be reviewed and updated; Richard to meet with Max and Raynetta to go over these and make recommendations to full Board; issues will include Board member terms, leave of absence policy for Board members;
  • Need for liability insurance;
  • Need to officially establish officers for this year; will discuss at next meeting;
