FPA Board Minutes - March 1, 2009

The board meets usually once a month at different locations and times.

Board Members Present: Max Broome, Peter Renfro, Lucy Barnett, Elizabeth Naegle, Richard Naegle

1) Unanimous approval of Minutes of last meeting on 2/1/09.

2) Board matters
  • Confirmation of email election of Lucy Barnett as a FPA Board Member. Unanimously approved that Lucy Barnett become a Member of the FPA Board.
  • Seven current FPA Board Members = Lucy Barnett, Max Broome, Anne Greenblatt, Val Hale, Elizabeth Naegle, Richard Naegle, and Peter Renfro; (Joan Riback, first president of the FPA, remains as a non-voting, advisory member of the Board.)
  • Unanimously approved election of new officers: President, Richard Naegle; Vice President, Max Broome; Secretary, Anne Greenblatt; Treasurer, Elizabeth Naegle.
3) Discussion of policy on how to become a FPA Board Member
  • All community members are welcome at FPA Board meetings as guests;
  • Anyone who lives or works in the 95436/Forestville zip code is eligible to serve on the Board.
  • Suggested that interested person have lived or worked in Forestville for at least one year before joining Board;
  • Suggested that interested person may want to participate in FPA by first serving in other capacities, e.g. on Downtown Planning Committee, helping with Town Meetings, helping with Town Social, etc., so they can get to know us and we can get to know them.
  • Suggested that interested person needs recommendations from two existing Board members; this may come about from individual meetings/interviews;
  • Elizabeth and Lucy volunteered to have individual meetings with two currently interested persons;
4) Financial report by Elizabeth Naegle, Treasurer
  • $859 in FPA’s general account;
  • $9676 in Forestville Community Fund account; Board unanimously voted to reserve $908 for required insurance, $768 for community emergency fund; $8000 unanimously approved to be given out in grant process staring in April;
5) Forestville Community Fund
  • Report from Chairperson, Lucy Barnett; Committee recently has met and updated the application form; now ready for application and review process; applications will be due by about 5/1/09;
  • Follow-up report on 2008 grants as well as request for new applications to appear in next edition of West County Gazette
  • Our thanks to all the members of this wonderful Committee
  • Discussion of how to become an FCF Committee member and how to rotate members through Committee; current members represent Chamber of Commerce, Youth Park, PrimeTimers, Elementary School, High School, FPA as well as members at large; anyone interested should contact Lucy Barnett;
6) Intersection of Mirabel/116.
  • Report on public meeting at Forestville Elementary School last Thursday with County Transportation Dept and CalTrans representatives. Richard will include in FPA Reports article in March Gazette.
  • Note: it was made clear to the County reps that two weeks notice for such a public meeting is inadequate.
  • County reps, CalTrans reps, and Efren Carillo (our County Supervisor) all expressed willingness to come to our next Town Meeting in the latter half of April to further dialogue with the community about the proposals.
7) Town Meeting
  • Date set for Sunday, April 19, 3-5 pm at Oddfellows Hall;
  • Supervisor Efren Carillo as well as representatives from the County Transportation Dept to be invited;
  • Agenda: presentation and discussion of proposed roundabout at Mirabel/116, update on West County by Efren, brief Community Fund report & call for new grant applications, small group process to identify and prioritize issues the Town wishes to address in the coming year;
8) Future agenda
  • Updates on adding “Community Resources” weblinks to homepage on FPA website; Anne, Max;
  • Whether and how to revitalize the Downtown Planning Committee;
