FPA Board Minutes - March 9, 2008

The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

Board Members Present: Max Broome, Val Hale, Anne Greenblatt, Raynetta James, Lynn Axelrod, Elizabeth Naegle, Richard Naegle, Joan Riback
Guests: Birgit Carstenson, Lucy Barnett Hardcastle

1) Honoring of Birgit Carstenson for her years of service on the Board; she will continue to participate in FPA activities!
  • She presented Board with two wonderful scrap books of FPA history; Thank you, Birgit!
2) Unanimous approval of Minutes of last meeting on 1/27/08 as previously sent out by email.

3) Board membership matters
Approved unanimously by Board:
  • Unanimous vote to confirm previous email election of Lynn Axelrod as a new member of our Board.
  • Directors have three year terms; unanimous reelection of Anne Greenblatt, Elizabeth Naegle, and Richard Naegle to the Board; Val has served for two years; Raynetta and Max have served for one year;
  • 7 current Board members: Max Broome, Anne Greenblatt, Vale Hale, Raynetta James, Elizabeth Naegle, Richard Naegle, and Lynn Axelrod; the 8th member, Peter Renfro, was given a “leave of absence” from Board effective 11/18/07; he has asked to return to full Board membership but unfortunately could not join us tonight; Joan Riback, as decided at our last meeting, continues as a welcome non-voting member of the Board;
4) Forestville Community Fund (FCF)
  • Report from Lucy Barnett Hardcastle, Chairperson of the FCF Advisory Committee;
  • Suggested to Committee that applicants need more than the two weeks between 4/16 and 5/1 to fill out applications; Lucy agreed to move the closing date to 5/15; unanimous decision to approve Formation Committee’s plans to give them our thanks; they have done a wonderful job.
5) Forestville Lighting District — Lynn Axelrod reports;
  • Lynne brought a map of the actual district which covers 116 between the School and Mirabel + an extension down First Street; small and limited area; $110,000 has accumulated in this fund which is supported by local property taxes; question about whether or not this District includes landscaping; Max will find the original Board of Supervisors’ resolution establishing the District to ascertain its purpose;
  • Forestville can recommend how to use the $110,000 for lighting; perhaps different and more attractive lighting fixtures downtown; Lynn will explore lighting fixtures already approved by County; Richard will update Downtown Planning Committee on this development;
6) Liability insurance — report from Elizabeth Naegle
  • Need for insurance due to administration of Forestville Community Fund; we are reluctant to pay for this since the money will have to come out of the FCF; however, this has been strongly recommended to us by all the agencies we have consulted which also administer such funds; liability insurance proposal from Philadelphia Insurance Company for yearly cost of $750 (with a $1000 deductible) unanimously approved; Elizabeth will follow through on this;
7) Town Social — suggested for Wednesday 8/20
  • Anytime that week seems fine; Richard will consult with Leslie from the Chamber of Commerce which will be co-sponsoring the event;
8) Canyon Rock Quarry
  • Suit of Canyon Rock Quarry by Forestville Citizens for Sensible Growth continues; concern that some people in Town are misinformed and believe that the FPA is out to get the Quarry; the FPA and Forestville Citizens for Sensible Growth are two separate organizations; while the FPA has hosted debates on the quarries, its role has been educational and it has not taken a stand either for or against the Canyon Rock expansion;
9) Announcements — FYI
  • Forwarded email by Joan R from Rue Furch: “FYI: an opportunity for some funding? March 11- 2:30-4 at the Open Space District office. People involved with Imwallee should be there (maybe= if they’re at that point of looking for funding). Other projects too? Parks? The West County School District is going for $ for new track at El Molino...”
  • Stewards of the Coast and Redwoods (Stewards) is hosting a Town Hall meeting on Thursday, March 13th from 7-9 pm at the Guerneville Vets Building. Community members concerned about the Governor's proposal to close our state parks are encouraged to attend and provide public comment.
10) Bin of added items:
  • Report by Joan R on the Good Neighbor Committee; Blue Rock is making impressive progress on environmental mitigations; recommendation that FPA host a debate by supervisoral candidates; Joan, Max, and Lucy agreed to pursue this possibility and report back;
