FPA Board Minutes - February 1, 2009

The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

Board Members Present: Elizabeth Naegle, Peter Renfro, Val Hale, Max Broome

1) Lucy Barnett Hardcastle was warmly welcomed as a new Board member, unanimously elected via email. Raynetta James has resigned from the FPA Board, effective as of our last Board meeting. We have 7 current FPA Board Members: Lucy Barnett Hardcastle, Max Broome (also liaison to FPA Chamber of Commerce), Anne Greenblatt, Val Habegger, Elizabeth Naegle, Richard Naegle, and Peter Renfro.

(Joan Riback, first president of the FPA, remains as a non-voting, advisory member of the Board.)

2) Ken Smith, Chair of the Downtown Planning Committee, has had a rare cancer removed from the roof of his mouth. The biopsy looks good, but he is still having a month of radiation therapy. We wish him a speedy recovery.

3) Minutes of the 12/7/08 meeting approved.

4) Forestville Community Fund
Lucy Barnett Hardcastle, FCF Chair, observed that it’s time to request the 6-month report from the 2008 grant recipients, and suggested each grantee be contacted by her, or someone on the FCF Committee who might volunteer to be a liaison to that organization, to request a report on progress of the project funded, and a paragraph that could be submitted to the March issues of the West County Gazette to keep the community informed.

Lucy also observed that it is time for a new funding cycle, and suggested that this announcement be made in the March issues of the Gazette. In the meantime, Lucy will gather the committee for an initial meeting in February to review the application and make any changes deemed appropriate by the FCF.

The motion was made, seconded, and passed for Lucy to spearhead the 6-month review and the 2009 funding process.

5) It has been recommended that we add to our homepage a new section, “Community Resources” which can provide or enhance links to Forestville schools, the Chamber of Commerce, and any other websites of local organizations we would like to list. Max suggested the Forestville Water Board and Regional Water Agency, and will follow up on researching these links. Anne suggested a few links to sites focusing on community sustainability, and will bring some suggestions to the next Board meeting.

6) Update on Roundabout and Bypass
Anne read the report, forwarded from Richard, from Tom O’Kane, Deputy Director of the Sonoma County Transportation and Public Works Dept., on roadway elements in the Forestville area:

7) Town Meeting
Since the full Board was not present, and the focus and planning for a Town Meeting is vitally important, it was decided to plan on a meeting after April 15, and the next meeting of the full Board to plan the meeting (before the March Gazette deadline).

It was suggested that perhaps the Forestville community discuss top priorities before inviting Efren Carrillo to a Town Meeting to help him understand concerns of the community in more depth, although there are merits to inviting him to an April meeting to be involved in that process.

Two issues that seem important to address are:
  • The progress on the 116/Mirabel roundabout (ask if someone from the Sonoma County Transportation and Public Works Dept. might attend to give a report, if possible?
  • The bypass and pros and cons of the proposal to switch #116 to River Road, making the current road a county road (with a scenic designation).
  • A third issue that may be uppermost in peoples' minds is water conservation realities, policy, and possible Russian River flow cutbacks.
8) Good Neighbor Working Group
Lucy Barnett Hardcastle reported on the group’s status, which has been composed of herself, Bill Williams from Bodean, Joan Riback (who has moved out of town), Peter Renfro, and Mary Lutrell. She said the group has been instrumental in encouraging Bodean to switch to bio-diesel for its trucks, and suggesting that customers do this as well. The FPA awarded a certificate of appreciation for this project.

Also, a downtown merchants meeting was held to help this group understand concerns of the merchants. The Group has not met since then. Lucy will call Bill Williams about organizing a meeting.

9) Guests and potential new FPA Board members. All community members are welcome at FPA Board meetings as guests. David Beazlie (landscape designer/contractor and longtime Forestville resident who was present at Dec. Board meeting) and Chris O’Neill (new owner of the Russian River Vineyard and Corks restaurant) have indicated interest and are very welcome to attend. The full Board will discuss policy on new Board members at the next meeting.
