FPA Board Minutes - February 3, 2006

The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

Attending: Board Members Present: Richard Naegle, Birgit Carstensen, Mickey Fernandez, Ann Greenblatt, and Elaine Neiswender. Jim Watson and Elizabeth Naegle, who are interested in becoming members of the Board, were present as visitors. Members present represent a quorum.

1) Minutes from last meeting were approved.

2) Topic: Board Elections
We reviewed the fact that perhaps we need to just continue to invite people to become involved in the board rather than elections at this point. The question was really: How do we let Forestville community members know that they are very welcome to participate on the FPA Board?

We talked about just introducing the new/current FPA Board and those who have spoken an interest of being on the board such as Peter Renfro and Jim Watson. Then we discussed that once there are more participants coming forth we might want to have a vote at a town meeting. In the meantime, we would encourage community residents to feel welcome to attend our actual Board meetings.

We also discussed other ways to recruit new members — by invitation, amongst our friends, etc. We also discussed how long the terms of service should be or if we want to even have terms of service since continuity on the board is an important factor. We determined that at this point we will have yearly introductions of the board and put out a call to the community for new members. Then volunteers can re-assess their participation and commitment on a yearly basis.

3) Brief statement was made about the Quarry expansion. The County Board of Supervisors tentatively approved the Canyon Rock Quarry Expansion of the Northern option at 500,000 cubic yards for the next 20 years.

The final decision will be probably made on March 14 when the County staff reports back with more information on monitoring the GVC, mitigation costs, traffic issues, truck issues, vested right issues, and with any revisions to conditions. We want to remain in a position whereby we educate and inform the residents here of these sorts of matters.

4) Town Meeting: At the upcoming town meeting Orrin Thiessen will be doing a presentation of the new town commercial development. Peter Renfro will be coordinating this presentation which will include the town square.

The things that will be discussed formally there will be: Burbank housing and a pre-view of by-pass (although we agree that there will need to be a whole town meeting about this issue). The proposed by-pass is still on the agenda and is not a “done-deal”.

We considered the idea of doing a survey among the local residents on their feelings about the downtown by-pass proposal. Also scheduled for the town meeting is an announcement by The Forestville Joyful Living Center on the upcoming Forestville Emergency Preparedness Event that will be held on April 29th along with an update of the Sonoma County Wildlife Habitat Project.

TFJLC will be sharing the winners of “The Challenge” children’s drawing contest. This contest was offered to 600 children in Forestville to challenge them to draw what they would like to see for them in the downtown square.

There will be an introduction of the new FPA Board members at this town meeting and an open invitation for the community to be involved on the FPA board. Ann has volunteered to take pictures. Janet Zagoria, our Webmaster, also will be taking pictures of the new Board after the meeting.

5) There was a motion to update the by-laws as recommended at the last Board meeting by Mickey and Richard. It was unanimously approved.

6) It was requested that the only person to contact our Webmaster Janet Zagoria would be Richard Naegle in regards to the FPA Website.

7) Announcement of hearings on the proposed amendments to the Sonoma County General Plan. Planning Commission will hold a public hearing on the Draft EIR on 2/28 at 6:00 pm in the PRMD hearing room at 2550 Ventura Ave, S.R. Public workshop providing an overview of the project and the hearing process will be held on March 7 at 6:00 pm at the PRMD hearing room. The public hearing on the project will start 3/21 at 6:00 at PRMD hearing room.

8) We suggested that all the non-profits in the area get together to discuss common concerns and how to support each other. FPA, TFJLC, Hollydale Club, Odd Fellows, The Forestville Chamber of Commerce, Primetimers, Forestville Historical Group, Food for Thought, etc. Birgit Carstensen and Elaine Neiswender volunteered to coordinate calling for representatives from these groups.

9) We discussed how successful our last Town Social was and discussed having another one in August. Elaine suggested having one on May 24th which will be the first Forestville Naturally Fun Faire and Farmers Market in Downtown Forestville at the site of our future town square. However, we decided to not use the May date as it might detract from the Youth Park’s annual event which is always the first weekend in June.

10) TFJLC has a goal of setting up an Emergency Preparedness site in Forestville. We discussed how this could possibly happen and where.
