FPA Board Minutes - October 28, 2003

The board meets once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

Attending: Sig Anderman, Vesta Copestakes, Anne Greenblatt, Mary Luttrell, Elizabeth Naegle, Richard Naegle, Joan Riback, and Allan Tilton
Non-quorum meeting. Happy Holidays everybody! Business reviewed but no new decisions made.

Richard Naegle agreed to be the Board Secretary through the January election of a new Board.
Governance Committee Report
The incorporation papers for the FPA have been completed, submitted, and received by the IRS; the by-laws were signed by the Board members present so that a signed copy of the by-laws can be submitted to a bank in order to open an FPA bank account.

Richard Naegle offered to fill the vacant position of Chairperson of the Governance Committee through the January election of a new Board.

This Committee’s functions now include yearly elections, establishing a nominating committee, reviewing the by-laws to see if the FPA can legally endorse other organizations, and recommending protocols for the processes and attitudes needed at FPA meetings.
Planning Committee
Committee met before the last Town Meeting re: the quarries

Recommended to Board that we do community survey before taking any official position.
  • Draft of survey was reviewed and modified
  • It will be a postcard inserted into the next Forestville Gazette
  • Final draft will be sent immediately by Sig to all Board members for input and approval
  • He [Sig] and Joan will finalize it for printing next week
  • Costs = about $500 ($300 for inserting card + cost of card stock and printing)
  • FPA supporters and members are asked to please donate $20+ towards printing
  • Sig will see about putting the survey on the FPA website
  • Sig will also pursue getting an EIR link to our website
Crosswalk for Covey and Front Street; report by Allan Tilton; he is preparing an Office of Safety Grant which would expand the sidewalks to meet ADA requirements and add crosswalk lights that are activated when pedestrians enter the area; cost estimated at $93,000 (lighting District has made commitment in next two years to give $5000 towards lighting needs).

However, the EIR’s that are currently being prepared for the area (quarries, Burbank Housing, and Crinella Property) are likely to recommend that that corner be signalized; area too tight for a roundabout (because of the Forestville Club and Carr’s).

All related to whether or not Bypass will be built; Allan recommended tabling the grant proposal until he has better knowledge of what is going on with the other projects; tabled with thanks to Allan for the work he has done and continues to do on this project.

River issue; Joan reported about the 60-80% flow reduction that is being proposed for the Russian River ostensibly to improve the fish habitat; while 50% of the reduction would stay in the Eel River, the rest of the reduction would be diverted to Warm Springs Dam where it would be available for domestic use — thus aiding development of housing in East County.
  • Mike Reilly is opposed; the other four supervisors seem in favor;
  • Sierra Club still considering but all other environmental organizations against it;
  • Need to address this issue on environmental, economic, and social fronts; such a reduction would be devastating to the wildlife, economy, and quality of living in West County;
  • Board of Supervisors to vote on this end of January or early February;
  • Final decision to be made by National Marine Fisheries;
  • Suggestion that next Town Meeting might address this issue;
  • Decided to ask someone to come to our next Board meeting to provide more information to us about this issue
Design Guidelines
We can create design guidelines for downtown Forestville which can then be submitted to the County Planning Department for approval
  • If adopted by County, they become part of the zoning code;
  • Excellent examples in other communities (e.g. Windsor);
  • Would afffect the Crinella property and all future development;
  • Joan will see if someone on the Downtown Committee is willing to lead such an effort
Burbank Endorsement
Burbank Housing has requested that the FPA endorse its planned Forestville project.
  • Consensus that we would not take a position
  • We have not surveyed the Town yet and so do not know the will of the community
  • Decided to wait until there is an elected Board and a survey is taken

Communications Committee
Discussion and feedback on last Town Meeting; seemed like a wonderful and effective model to use in the future; many thanks to Mary Luttrell for envisioning the process;

Next time, need to have better time-keeping so all presenters held to same time standard
Membership
5 new sign-ups at Town Meeting; several have come in by mail; no matter how many members we have, we can function as a conduit for the voice of the community
Other Items
  • Began envisioning how to best handle conflict and disagreement (both within the FPA itself and within the community) when FPA begins to take positions; we will probably not all agree; how to hold the tension with respect; referred to Governance Committee
  • Official FPA brochure and logo debuted at Town Meeting; great job!
  • Joan: idea of FPA sponsoring a yearly major downtown event; for future discussion;
  • Website: minutes of every meeting need to go to Janet so can be put on website
