FPA Board Minutes - January 27, 2008

The board meets usually once a month at different locations and times. Please check the calendar to see the dates or contact Board Chair for more information.

1) Minutes of last meeting on 11/18/07 unanimously approved.

2) Forestville Community Fund (FCF)
Lucy Barnett Hardcastle, Chairperson of the Formation Committee, reported that the Committee, with representatives from the elementary and high schools, the Prime Timers, the Chamber of Commerce, the FPA + at large citizens (the Youth Park rep could not be present), is making great headway; the application form and guidelines are being completed; grant process hopefully will begin in February or March; the FPA Board will need to be in close communication with the Committee as we start this first cycle of funding;

3) Financial matters**
Approved unanimously by Board:
  1. Allocated an additional $450 from SR Environmental Settlement Fund to FPA for administrative cost of overseeing the GVC project:
    “Supplemental Environmental Projects Pursuant to Settlement Agreement Between the City of Santa Rosa and Northern California River Watch: …one-hundred percent of the funds provided by the City will be used for riparian restoration and/or public education and no more than 20% of the funds used for administrative costs.” - This brings total expense for FPA’s administration of the Green Valley Creek Project to $850; note — total budget for the GVCP was over $30,000 (cash, volunteer time, and donations; therefore, FPA’s admin fee was less than 3% of budget;
  2. Deducted expenses from Town Business Expo and Social (i.e. $350 band + 43 miscellaneous = $393) from Forestville Community Fund.
    This event seemed to fit well the major purpose of the FCF in terms of improving downtown Forestville.
  3. Allocated $10,500 from FCF for first round of grants.
    - This is less than the total accumulated. However we do not yet know the cost of liability insurance, which the FPA needs to operate the FCF and therefore must be paid for by the FCF, and we want to leave some money in the FCF for emergency purposes;
    - Thus far the FPA Board has made three grants out of the FCF for: 1) riparian restoration of Green Valley Creek; 2) support for the Town Expo and Social; and 3) environmental review of the proposed Thiessen development by independent consultants, Laura Hall and Robert Alminana.

Note: numerous people pay for other of the FPA’s costs and do not ask for reimbursement; for example, $168 yearly donation pays for web-site, and the periodic donation of printing and materials for pink signs announcing Town Meetings; we are grateful for those financial donations as well as the many donated hours of involvement which many people make in FPA activities;

4) Downtown Planning Committee
  • Report on Laura Hall’s consultation regarding the proposed Thiessen development and Town Square; notes of meeting are posted on our website under Issues and Updates;
  • Question of larger downtown design and planning (Lynn Axelrod);
  • Laura Hall has submitted proposal for a design review of whole downtown;
  • This seems to be the future concern of the DPC; hopefully, now that focus on the Thiessen Project’s design is finished, members of the DPC and other interested locals will want to now focus on the long-term design of the whole Town;
  • Joan R reported on the recent meeting with Mike Reilly; Mike seems to think that the Bypass will be build within 5 years; the money is coming together; biggest financial glitch is waiting for the Canyon Rock Quarry contribution which has been on hold due to a pending legal suit;

5) Forestville Lighting and Landscape District
  • Reportedly has accumulated $110,000; Lynn Axelrod and Max Broome offered to research this matter;

6) Board membership matters
  • Directors to have three year terms; decision on how now to divide those terms among us at our next meeting;
  • The 7 current Board members are: Max Broome, Anne Greenblatt, Vale Hale, Raynetta James, Elizabeth Naegle, Richard Naegle, and Joan Riback; the 8th member, Peter Renfro, was given a “leave of absence” from Board effective 11/18/07 for up to six months; he appreciates the Board’s support of him and plans to soon return;
  • Joan Riback reported that she will be in and out of Town and unable to regularly attend Board meetings; consensus with her that she should no longer be a voting Member of the Board; however, as an emeritus President of the FPA Board, we welcome and encourage her participation in our meetings whenever she is able;
  • Birgit Carstenson, one of our original Board members, has left the Board; we plan to honor her at the next Board meeting which she can attend;
  • Elizabeth Naegle continues to pursue liability insurance; because of the Forestville Community Fund, the FPA must have such insurance;

7) Identify similar local organizations and discuss our relationship with them (Max B.);
  • discussion of history of FPA and its vision of being a connecting link for all local organizations and needs; our fundamental goal is citizen education and involvement; we are a 501c3 non-profit corporation;
  • Citizens for Sensible Growth is a private group of citizens which has been in existence much longer than the FPA; it sees its role as more partisan and as providing periodic legal and political advocacy for local issues;

8) Good Neighbor Working Group report by Joan R;
  • Richard Rosen, who runs Good Life in Town, has joined the Group; he is a welcome addition;
  • Many exciting ideas coming from group — to be reported later;
