FPA Board Minutes - January 10, 2004

Minutes of last Board Meeting approved.
Governance Committee Report
Continued discussion of appropriateness of 501C3 non-profit corporation status for the FPA; no new information — cf minutes of last Board Meeting; concerns about possible liability of Board members; Richard Naegle will continue researching and report at next meeting; David, Vesta, Sig, and Joan all will be contacting resources for input.
Communications
Discussion of plans for Town Meeting on 1/24: first half hour will be report on local issues — then an hour for FPA Board election process — then final hour for reports on lo-flow proposal for River.
Planning
Planning Committee met just prior to Board Meeting; in it Harvey Charnofsky presented his plan for “Woodstone,” a development on the vacant property kitty-corner to Speer’s Market at Mirabel and Trenton; proposal is for 9 units (2 of which considered “affordable housing”) on .83 acres; property zoned commercial but County will allow residential development; Board concerns about flooding (this acreage has flooded in the past), drainage, increased traffic, location of path on Trenton to complete Radota trail, and what otherwise might be built on this property given its zoning; Harvey Charnofsky will be invited to briefly present his plan at the Town Meeting and make himself available for questions.

Survey has been expanded to include 4 issues: Quarry expansion, Bypass, Burbank Housing, and lo-flow River proposal; will be published in Feb issue of the Gazette in a clip & mail form; since the EIR on the quarries has not yet been released, there was no rush to get it in the Jan issue; survey will also be handed out at the Town Meeting.
Downtown Planning
David Carpenter offered to chair this Committee which has not met since its left chair, Ursula, moved out of town; we gratefully accepted his offer.
