FPA Board Minutes - October 16, 2011
The board meets once a month at different locations and times. Please contact Board President or more information.

Members Present
Elizabeth Naegle, Lucy Barnett-Hardcastle, Peter Renfro, Robert O’Connor, Max Broome, Richard Naegle; Ken Smith absent.

  1. Peter announced his resignation from the Board.  While he has very much enjoyed working on the Board, his personal and professional lives have become more involving, and he needs to focus his energy in those arenas.  He will continue participating in the FPA.  The Board unanimously accepted his resignation and thanked him for all his contributions over the years.

  2. The minutes of the June 14, 2011 Board meeting were unanimously approved.

  3. Unanimous election of Richard Naegle as the new Secretary of the Board to replace Anne Greenblatt.

  4. Canyon Rock Quarry’s $16,000 annual contribution towards community improvements. (Discussion)
    - Canyon Rock has not sent its first installment of $16,000 to the FPA. This is the agreed upon sum in the legal settlement between Canyon Rock Quarry and the Forestville Citizens for Sensible Growth, and will occur every year for twenty years — payable to the FPA (a non-profit corporation). Since the agreement was signed during the summer of 2010, the first of these yearly installments is due. Max has left several phone messages for Wendell Trappe, owner of Canyon Rock Quarry, but they have not been returned.
    - Max will write a letter to Wendell/Canyon Rock asking for clarification of the situation.
    - Lucy and Richard had a good meeting with Wendell Trappe last year to explain to him the possibility of the Forestville Community Fund administering Canyon Rock’s annual contribution to Forestville. We also invited a Quarry representative to sit on the FCF Advisory Committee in May during the latest grant cycle. However, we have not received any decision from him about the distribution of Canyon Rock funds.  

    The legal agreement specifies that the distribution of the money will be decided by representatives from Canyon Rock Quarry, Citizens for Sensible Growth, and the FPA. (The agreement states that the money will be granted to “community groups dedicated to the improvements in downtown Forestville and/or the preservation of the Green Valley Creek, including but not limited to the Forestville Youth Park and the Forestville Senior Center.”)

    Since the Forestville Community Fund is an established program which already distributes funds received from Blue Rock Quarry (the BoDean Company), Citizens for Sensible Growth and the FPA both have agreed that the FCF also should administer the Canyon Rock contributions. We await Canyon Rock’s decision on this matter.

  5. Discussion of where we are as a Board.
    - Now that Forestville does not have to address immediate urgent issues such as quarry expansion and the downtown Thiessen development (and the Roundabout design is coming along well), what is our vision for the Town?  Robert agreed to create a questionnaire to help us individually and then collectively identify our visions and priorities.  We can then match those with the priorities expressed by Forestvillians in past Town Meetings.
    - We do not want to just react to situations/crises in Forestville but also plan ahead and take initiatives.  
    Discussion of how Community Fund grants could help fuel such initiatives.

  6. Evaluation of Town Social. (Discussion)
    - The Town Social was originally started by the FPA in 2005. The Chamber of Commerce subsequently became involved and morphed the event into a Business Expo — so it is now a Town Social/Business Expo.
    - Discussion what could make it better in future years:  better signs, more advertising in local papers, a special event (such as a cook-off), not charge exhibitors, do during the school year, involve children and families (note how successful the tree lighting is in December), include a dunking pool…
    - Praise for Ken Smith, Alan Tilton, and the Roundabout Design Committee. They had a wonderful informative presence at the Town Social and are doing a great job.

  7. What next for the Thiessen property downtown, which has been repossessed by the Bank?
    - Max said he would do a “post mortem” article on the Thiessen development for the FPA webalert list and for local newspapers. His update will also be posted on the website.  
    - Interest in finding a “community angel” to buy part or all of the property for the Town;

  8. Articles in the Gazette.
    - Discussion of better advertising Community Fund grants; need for articles in several local papers, including perhaps purchasing space in the West County Gazette; suggestion that Vesta might want to do feature article on all the different grant opportunities for West County residents.

  9. Naegles agreed to store FPA and FCF materials.

  10. Postponed to next agenda of next meeting:
    - Status of Town Hall meetings;
    - Recruitment of Board members and Community Fund Committee members;
    - Updates on 2011 FCF grants;
    - Using Robert’s questionnaire, discussion of our goals and priorities.

At the home of the Naegles. They will provide pizza! Intention is to begin with brainstorming on our vision for Forestville and use bulk of meeting for this discussion; other essential business will be held for the end of the meeting.
